I know that most of us have already come up with our metaphors for Sarah Palin, so I apologize for being a little late to this. But it took this post on Democratic Underground to make me think of the most apt analogy for the Lipstick Barracuda.
Sarah Palin is Diana from the 1993 TV miniseries "V."

Now, of course, there is a certain unfairness here, because the physical resemblance between Gov. Palin and the actress who played "Diana" - Jane Badler, BTW - is purely coincidential. We do not know whether Ms. Badler shares any of Gov. Palin's political beliefs or supports her candidacy. Presumably, Ms. Badler also does not share anything with the character she created, either.
As you folks might remember, the miniseries I am talking about was about a mysterious race of superbeings who suddenly appear in the skies in gigantic motherships. At first, all of humanity are afraid that these aliens intend harm - but when they show themselves we are relieved to find that not only do they look just like us, they are here to help us.
Interestingly, the leader of these aliens is a man who calls himself "John" and he looks like of familiar, too:
